1. Who is Sentinel Offender Services?
Sentinel Offender Services is a leader in the provision of privatized probation services across the nation. Founded in 1992 by Robert Contestable as Sentinel Monitoring Corporation, we quickly expanded our level of services beyond the domain of electronic monitoring. As our competitors remained set on only providing basic Radio Frequency (RF) electronic monitoring, we expanded to include a broad spectrum of services to correctional agencies nationwide, including the Global Positioning Systems (GPS) tracking services required by many probation and law enforcement agencies.

Whereas other companies are small departments or divisions of foreign-owned or unrelated industry firms, we remained focused on offender supervision. This focus allowed Sentinel Offender Services to develop different services and programs to meet all needs of the offender population, from the lowest risk electronic monitoring offenders to the highest risk GPS tracking participants. This led to our name change in 2000 from Sentinel Monitoring Corporation to Sentinel Offender Services in order to better reflect the wide array of services we provide.

Today, our mission is to provide a complete platform of privatized probation services including case management, fine, fee, and restitution payment collections, drug and alcohol testing, counseling and referral services, as well as next generation in electronic monitoring equipment and detailed services.

3. Does Sentinel Offender Services have its own tracking center for electronic monitoring?
Yes. We support our fielded electronic monitoring equipment with our state-of-the-art Sentinel Monitoring Center, which professionally tracks and manages a daily national population of more than 8,000 offenders, and staffing operations around the clock at 24/7/365. This 3,000-square-foot facility, located within our corporate facility in Irvine, California is completely self-contained and staffed by professionals who average 5.6 years of specific electronic monitoring experience.

A few statistics about our Sentinel World-Class Monitoring Center:
• Handles 390 incoming phone calls per day from our clients, officers and agencies
• Makes 730 outgoing phone calls per day
• Receives 1.45 million incoming call-ins per month from our fielded monitoring equipment
• Responds to and manages details associated with 5,400 offender alarms per day
• Sentinel Staff answer 96 to 100% of all phone calls within average of 8 seconds
• On-hold wait-time being four seconds or less

Our Monitoring Center operators are completely cross-trained on all of our services and functions. We have multi-lingual staff able to communicate in English, Spanish, Chinese, Korean, Vietnamese and Thai. We also have capabilities to be compliant with the Americans with Disabilities Act (ADA).

5. What is an Offender-Funded Program?
An offender-funded program is one in which the financial responsibility for participation is placed on the offender rather than the taxpayer.

Sentinel Offender Services has implemented offender-funded programs with some of the largest agencies in the country as a means to reduce cost and provide effective electronic monitoring and case management solutions. Our offender-funded model has been proven effective in several regions and has led to the successful probation sentencing completion of more than 500,000 program participants over the last 15 years.

Sentinel Offender Services incorporates a sliding scale to ensure services are available to all participants, regardless of income level. By individually assessing each participant a fee based on income, our sliding-fee scale approach has shifted the financial burden to the participant, allowing program growth and size to be a function of correctional need rather than budget availability.

6. What are Sentinel Offender Services’ key products for electronic monitoring?
Sentinel Offender Services offers a comprehensive platform of Electronic Monitoring (EM) components that allow our customers to utilize the same equipment for various levels of GPS tracking as well as for standard EM using equipment based on use of Radio Frequencies (RF). The lead component is our patented TrakMate GPS Tracking Unit for Active and Passive GPS monitoring capabilities, supported by our DualTrak RF system for house-arrest monitoring.

Plus, we offer the patented and exclusive Sentinel Voice Intervention feature. Officers now have the ability for “direct voice communication” with an offender participant at anytime, 7/24, a critical feature not offered in any other GPS offerings.

We also offer the MEMS 3000 monitoring unit for remote Breath Alcohol Testing (BAT). The MEMS 3000 is the latest technology available and uses facial recognition technology for the most accurate method of offender identity confirmation.

For offenders who do not require intensive tracking or monitoring, we offer our Sentinel VoiceTrak / Integrated Voice Recognition systems. This system traditionally is used with low-risk offenders, as it performs specific or random curfew confirmation calls ( inbound or outbound) to the offender’s residence or other permitted sites at various times of day or night.

Sentinel Offender Services’ commitment to providing a full range of offender services includes more than electronic monitoring, GPS tracking and in-home breath alcohol testing.

We also offer services that include offender case management, court services, fine and restitution collection, warrant recovery programs, collection services and reporting, employment services, drug & alcohol testing and many other offender related programs.

In 2000, Sentinel Offender Services entered the arena of Misdemeanor Probation Supervision with a goal to change the private probation and offender services arena through unmatched customer service coupled with the latest technology designed to increase the level of participant supervision. After more than seven years in this specific service providing business we have a 98 percent customer retention rate and we are the largest private probation company in the Great State of Georgia.

Today we supervise nearly 35,000 active cases across Georgia. Through our 22 field offices and 250 probation employees we offer services that include offender case management, court services, fine and restitution collection, community service, employment services, on-line cognitive skills training, drug testing and many other offender related programs.

We provide opportunities for offender participant success and understand our role in community justice. Therefore, we implement the optimum solutions where lower-risk offenders may fulfill sentences with alternatives to incarceration. This frees detention center and jail facility space for the higher-risk offenders.
